Garland is mostly a postwar and 1970s city, which means the housing stock is now old enough that the ground around it is the problem. Yards that were graded once, fifty years ago, have had half a century of settling and re-landscaping to undo the fall that used to carry water away from the slab.
The ground is Blackland clay, and around Duck Creek it gets lower and wetter. A lot of the dirt changing hands in this part of Dallas County is not construction spoil at all; it is one homeowner taking out a pool or a raised bed and another one two streets over trying to build a grade back up against a foundation. Rowlett and Sachse next door are doing more new building, so material tends to come from that direction.
